Job Purpose: To ensure safe, efficient, and compliant flight operations by providing operational flight planning, aircraft performance analysis, weather and NOTAM monitoring, crew briefing, and continuous flight watch in accordance with CARC/JCAR OPS 1 requirements and the Academy’s approved Operations Manual (OM-A & OM-C).
Main Duties & Responsibilities:
1. Prepare operational flight plans in accordance with approved performance data, aircraft limitations, weather conditions, NOTAMs, and regulatory requirements.
2. Analyze weather charts, METAR/TAF reports, and forecasted en-route conditions to support safe decision-making.
3. Review, calculate, and verify aircraft weight & balance, fuel requirements, alternate planning, and route selection.
4. Provide full pre-flight briefing to flight crew including weather, NOTAMs, operational restrictions, and relevant safety information.
5. Coordinate with ATC, ground handling, maintenance, and fuel services to ensure flight readiness.
6. Monitor flights under dispatch responsibility and provide operational support during flight (Flight Following).
7. Ensure compliance with CARC/JCAR OPS 1 regulations, Academy Operations Manual, and safety standards.
8. Maintain accurate records of flight plans, operational logs, crew briefings, and dispatch releases.
9. Coordinate with the Maintenance for MEL/CDL items affecting dispatch and ensure proper operational limitations are applied.
10. Assist in emergency response procedures and support the Emergency Response Plan (ERP) when required.
11. Verify crew legality (duty times, rest requirements) and ensure compliance with Flight Time Limitations (FTL).
12. Report safety incidents, hazards, and operational risks according to the Academy’s Safety Management System (SMS).
13. Participate in recurrent training, qualification renewals, and operational audits as required by CARC.
14. Ensure secure handling of sensitive dispatch documents and operational data.
15. Support operational efficiency initiatives and recommend process improvement actions.
Working Relationships:
Internal: Works closely with Aviation Training staff, SMS and Quality Assurance departments Coordinates with Admin & HR, IT, and Engineering & Maintenance departments.
External: Liaises with CARC inspectors, ATC Units, Airport Authorities, Meteorological Services, Fuel providers, and handling agents.
Minimum Qualifications:
Education: Diploma in an aviation-related field.
Experience: Minimum of 1 year in flight operations or dispatch.
Licensing:
1. CARC Authorization as Flight Dispatcher.
2. Valid Commercial Pilot License (CPL) or valid Flight Dispatcher License issued by CARC.
CARC Authorization Requirements:
1. Valid Commercial Pilot License (CPL) or valid Flight Dispatcher License issued by CARC.
2. Successful completion of all dispatcher technical training and examinations
Knowledge: Strong understanding of:
1. JCAR OPS 1 regulations and CARC Flight Operations requirements.
2. ICAO Annexes (6, 8, 14, 15), Flight planning procedures and Aircraft operational performance.
3. Weather analysis and meteorology, Aeronautical information systems (AIS) and NOTAM structure, FTL (Flight Time Limitations) regulations.
Technical Skills: Proficiency in flight planning and weather/NOTAM systems, aircraft performance and weight & balance tools, Microsoft Office applications, and operational communication with ATC and ground services.
Language: Proficiency in English.
