Position Overview

The Fuel Farm HSE Manager leads all Health, Safety & Environment functions across aviation fuel farm, hydrant system, and fuelling operations. This senior role develops and implements the HSE management system, ensures full compliance with GACA, JIG, ICAO, and NFPA standards, and serves as the primary interface with GACA on all safety and environmental regulatory matters.

Key Responsibilities

HSE Management & Compliance

  • Develop, implement, and continuously improve the fuel farm HSE Management System aligned with ISO 45001, GACA, JIG, and ICAO standards
  • Establish HSE policies, procedures, and safe work systems for all fuel farm and hydrant operations
  • Manage the Permit-to-Work (PTW) system for all high-risk activities including hot work, confined space, and work at height
  • Serve as primary liaison with GACA on all safety, environmental, and regulatory compliance matters
  • Ensure compliance with JIG 1/2/4, NFPA 407, ICAO Annex 14, and GACA aviation fuel safety regulations; prepare documentation for GACA inspections and audits

Risk Assessment & Incident Management

  • Lead hazard identification, risk assessments (HAZID, HAZOP, HIRA, JSA), and process safety programmes (MOC, PSSR) across all fuel farm operations
  • Oversee incident, accident, and near-miss investigations; conduct root cause analysis (RCA) and implement corrective and preventive actions (CAPA)
  • Develop and maintain emergency response plans (ERPs), spill contingency plans (SPCC), and coordinate response exercises with GACA and Civil Defence
  • Monitor and report HSE KPIs (LTI, TRIR, near-miss frequency) to senior management and GACA

Training, Audits & Safety Culture

  • Design and deliver HSE training programmes covering JIG standards, aviation fuel safety, emergency response, and environmental compliance
  • Conduct regular safety inductions, toolbox talks, behavioural safety observations (BBS), fire drills, and spill response exercises
  • Plan and conduct HSE audits and inspections of fuel farm facilities, hydrant systems, pump stations, filtration systems, and storage tanks
  • Manage environmental monitoring activities including oil-water separator inspection, bunded containment integrity, and groundwater monitoring
  • Mentor HSE Officers and safety personnel, building internal HSE capability across the team

Qualifications & Requirements

Education & Certifications

  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or related field
  • NEBOSH International Diploma (Level 6/7) or equivalent — required; NEBOSH IGC minimum if supported by extensive aviation/fuel sector HSE experience
  • ISO 45001 Lead Auditor certification — preferred; IOSH Chartered or Certified Membership — advantageous

Experience

  • Minimum 8–10 years of progressive HSE experience, with at least 5 years in a senior HSE role in aviation fuel, petroleum terminal, or oil & gas operations
  • Proven experience managing HSE programmes in fuel farm, hydrant system, or aviation fuelling environments
  • Track record of working with GACA, JIG, or equivalent aviation regulatory bodies; experience leading HAZOP studies and process safety management
  • Prior experience managing HSE teams and delivering multi-disciplinary safety training programmes

Technical Knowledge & Skills

  • In-depth knowledge of GACA regulations, JIG standards, NFPA 407, ICAO Annex 14, ISO 45001/14001, and spill prevention (SPCC) requirements
  • Familiarity with aviation fuel quality systems (AFQRJOS, ASTM D1655) and fire protection systems for fuel farm environments
  • Strong leadership, communication, and stakeholder engagement skills; proficiency in HSE management systems and MS Office Suite
  • English proficiency required; Arabic language skills are an advantage; valid KSA driving license
